Observer and the GATT Policy Negotiations
In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Observer: An observer to the GATT is a country or international organization that has been authorized by the GATT Council (Sec. Ill) to attend but not participate in sessions of the Council and various GATT committees and negotiating groups. Most countries in transition have been accepted as observers to GATT, which allows officials from these countries to familiarize themselves with Western trade practices and consultation procedures. The International Monetary Fund and UNCTAD (Sec. Ill) are among the institutional observers to GATT.
Fixed Observer in Election Law
National or international observer who is deployed to a polling station or centre on election day and must stay there for the entire duration of the voting and counting operation, to observe how it is carried out.
Long Term Observer (lto) in Election Law
Electoral observer deployed to observe all the pre- and post-election phases, including election day. He or she can observe all the phases of the process including voter registration, the electoral campaign and election results.
Observer Handbook in Election Law
Document written for an observation mission and distributed along with other training materials to those observing the election. The handbook, which can be used in observer training sessions, contains a description of the role and responsibility of observers and a code of conduct that they must follow during the mission.
Observer Mission in Election Law
Group of observers legally tasked with monitoring an election in a given country.
Observer Report in Election Law
Document issued by an observer mission evaluating the election process and describing to what extent it has complied with applicable electoral laws and international standards and, in particular, whether it was genuine, democratic, fair, free, transparent and pluralistic in nature.
Preliminary Observer Statement or Report in Election Law
Initial evaluation of an observer mission before the entire electoral process is complete – before final results are announced and before the end of the litigation and adjudication process. This statement may only address certain elements of the electoral process, such as voter registration, the campaign or E-day procedures. A preliminary report provides partial and provisional observations.
Short Term Observer (STO) in Election Law
In contrast with long-term observers, short-term observers are only deployed to observe polling days and the vote count.
