Protocol of Amendment to the International Convention on the Simplification and Harmonisation of Customs Procedures.
About the Protocol of Amendment to the International Convention on the Simplification and Harmonization of Customs Procedures
The Kyoto Convention on the simplification and harmonisation of Customs procedures dates from 1974 and is administered by the World Customs Organisation (WCO).
The Convention was extensively revised by an ad hoc group of the WCO and this Protocol of Amendment was adopted by the WCO Council in June 1999. The revision process introduced new obligations for all Contracting Parties, including the application of information technology and new philosophies on customs control. The revised Convention consists of a Body, an obligatory General Annex containing principles for customs clearance, duties and taxes, guarantees, controls, IT etc.) and 10 optional specific annexes relating to individual customs procedures.
The European Union and its Member States wish to accede to only the Body and the General Annex at this stage.
The Convention as revised will not alter current UK Customs policy as the majority of the modern customs procedures and practices are already in operation. Globally, however, the introduction of the revised Convention is considered to be an important tool in the promotion of trade facilitation, offering benefits of transparency and greater efficiency of customs services to potential UK exporters.
