Non-Paper and the GATT Policy Negotiations
In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Non-Paper: In GATT parlance, a proposed agreement or negotiating text circulated informally among delegations for discussion without committing the originating delegation's country to the contents.
Meaning of Non-paper
Here is a very short concept of non-paper in the European Union framework: An unofficial discussion paper tabled (usually by a member state) on a controversial issue.
