Downstream Dumping and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Downstream Dumping: Sales at below cost in a firm's home country to a “downstream producer,” which further processes the product and exports it Similar transactions involving a downstream producer located in another country are referred to as diversionary dumping.

Meaning of Downstream Dumping, according to the Dictionary of International Trade (Global Negotiator): A situation where producers sell at below cost to another producer in the same country, who further processes and exports the products to another country. See also dumping.
