EU-Andean Community Political Dialogue and Co-operation Agreement

This is a new Political Dialogue and Co-operation Agreement between the European Union and the Andean Community. The Agreement builds on the EU’s Framework Co-operation Agreement with the region (signed on 23 April 1993), which it will replace. The Agreement was deposited for scrutiny with an Explanatory Memorandum on 27 November 2003, cleared scrutiny by the relevant Committees, and was signed in Rome on 15 December 2003. The Agreement is of mixed competence and must therefore be ratified by all Member States.

The Agreement recognises the EU’s desire to deepen its partnerships with the Andean Community. It provides a comprehensive framework for political dialogue and co-operation at all levels. The Agreement should help create the conditions under which, building on the outcome of the Doha Work Programme, a feasible and mutually beneficial Association Agreement, including a Free Trade Agreement, could be negotiated between the two parties.
