Upstream Subsidization

Upstream Subsidization and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Upstream Subsidization: An “indirect export subsidy,” whereby a producer benefiting from a government subsidy sells a subsidized product to an unrelated company, which in turn performs further processing and then exports the product.
