From the Comparative Constitutions Project: In bicameral systems, the house of the Legislature that is either (1) NOT elected by universal suffrage on the basis of population (e.g. the United States Senate represents the states); or (2) the smaller of two houses if both are elected by universal suffrage on the basis of population.
