New Start Treaty

New Start Treaty in 2011

United States views on international law (based on the document “Digest of U.S. Practice in International Law”): On February 5, 2011, the Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (“New START”) entered into force with the exchange of instruments of ratification between Secretary Clinton and Foreign Minister Lavrov. Entry into force in 2011 triggered the commencement of treaty-based verification activities by the parties, including on-site inspections of weapons facilities, exchanges of databases of weapons information, notifications of data changes, as well as meetings of the Bilateral Consultative Commission (“BCC”) established by the treaty. A February 5, 2011 State Department fact sheet, available at (internet link) state.gov/r/pa/prs/ps/2011/02/156037.htm, outlined the various activities that commenced upon entry into force of the New START Treaty. On April 13, 2011, U.S. inspectors arrived in the Russian Federation for the first U.S. on-site inspection of Russian facilities under New START. The BCC held two sessions in 2011 to discuss implementation of the treaty, one in late March to early April and the second from late October to early November, both in Geneva. New Start Treaty in 2013

United States views on international law [1] in relation to New Start Treaty: On February 19, 2013, the Bilateral Consultative Commission established under the New START treaty issued a decision on the number of launches of ICBMs and SLBMs conducted in 2012 on which an exchange of telemetric information will be carried out in 2013. That decision appears below and is available at (Secretary of State website) state.gov/t/avc/rls/204959.htm. Also available on the State Department's website, at (Secretary of State website) state.gov/documents/organization/208183.pdf, is a joint presentation delivered by the United States and Russia for the P5 on the verification regime under the New START Treaty.

Some Aspects of New Start Treaty

In accordance with paragraph 2 of Part Seven of the Protocol to the Treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms of April 8, 2010, the Delegation of the United States of America to the Bilateral Consultative Commission and the Delegation of the Russian Federation to the Bilateral Consultative Commission decided that the Parties would exchange, in 2013, telemetric information on one launch of an ICBM or SLBM conducted by each Party during the period from January 1, 2012, to December 31, 2012.
