Chauhan offers the following summary about the topic of (Personnel Policy) Labor–Management Rights and Responsibilities: The discussion on the issue of management rights in collective bargaining has undergone a significant change during the past 40 to 75 years, both in the public and private sector, respectively. The change in our understanding of the application of the concept in the public sector is influenced by various factors involving scope of bargaining, civil service rules, merit-based personnel policies, organizational democracy, participative management, and the changing nature of the work environment. The emerging social, economic, political, and technological changes have also contributed to our thinking about the management rights, and managerial control and authority.
