Summary of Insular Possessions

Certain offshore possessions of the United States that are considered to be beyond the Customs Territory (read this and related legal terms for further details). The insular possessions are the Virgin Islands, Guam, American Samoa, Wake Island, Kingman Reef, Johnson Island, and Midway Islands. Manufactures of the insular possessions are accorded duty-free entry into the United States so long as they do not contain foreign materials in excess of 50 percent of the value of the finished article. Components of U.S. manufacture, as well as items that could be imported into the United States duty free (except items of Cuban or Philippine manufacture) are not counted in the 50 percent limitation. Puerto Rico is not considered an insular possession inasmuch as it is within the customs territory of the United States.
