Summary of Gyosei-Shido

A Japanese term commonly translated as “administrative guidance.”The term relates to official or unofficial pronouncements from the Japanese government which serve as guidelines to business concerning the application of Japanese law or regulations. The guidance provided may take the form of a written opinion, or a seemingly casual remark made by an official to a business executive. The often informal character of these pronouncements has been criticized by foreign firms doing business in Japan on the grounds that foreigners tend to be excluded from inside information.
