Meaning of Flag Carrier, according to the Dictionary of International Trade (Global Negotiator): A vessel registered under the flag of a particular country. Some counties support their merchant marine industry by limiting certain types of cargo to vessel registered in their nationality such as government-financed purchases of foreign aid.
