In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Entities: In the context of the GATT Government Procurement Code, refers to government departments or ministries and their subsidiary agencies, as well as state-owned monopolies or otherstate trading enterprises.
