Definition of Effectiveness published by the United Nations: Programme evaluation criterion that measures the extent to which outcomes are being achieved through implementation of projects, and delivery of inputs and activities. Efficiency Programme evaluation criterion that measures the extent to which outputs are being produced in the most economical manner, as indicated and supported by timely delivery of inputs and activities.
