Coggburn offers the following summary about the topic of Civil Service Reform Act of 1978: The Civil Service Reform Act of 1978 (CSRA) is considered a watershed event in the evolution of federal personnel administration. This stems from the fact that it was the first comprehensive civil service reform passed at the federal level since the Pendleton Act of 1883. The CSRA made a number of major structural changes to the federal civil service system and embraced a number of important administrative values. In so doing, the CSRA established the general framework under which federal human resource management is conducted today.
