In the Encyclopedia of Public Administration and Public Policy, [1] Kathe Callahan offers the following summary about the topic of Citizen-Driven Performance Measurement: Citizen-driven performance measurement requires that citizens and public administrators work collaboratively to identify outcomes and community conditions that are of importance to the public. Citizen-driven performance measures differ from managerial-driven performance measures in that citizens help define and articulate what aspect of government performance should be measured and how. Managerial-driven performance indicators measure what is important to the managers, which may not be what is important to citizens. Citizen-driven performance measures are socially relevant; they provide the public with comprehendible data about the quality of community conditions and the quality of public sector service delivery. Citizen-driven performance measures equip citizens with the information necessary to ensure accountability and to ensure that governments and public agencies do what they are supposed to do, ultimately improving the quality of people's lives.
