Legal Issues
Treaties can be classified into different categories. A bilateral treaty is made between two countries. A multinational treaty is made among more than two countries. A treaty (or a convention) may impose legal obligations upon the contracting parties. It may also impose only a moral obligation, as opposed to a legal obligation, upon the contracting parties. A declaration often imposes moral obligations upon the contracting parties because it may only set out general principles as guidance for the parties involved.(1)
