Under rules of the Commodity Futures Trading Commission, effective June 9,1980, the designation applicable to any person acting as an agent of foreign brokers or traders for the purpose of accepting delivery and service of communications issued to them by the commission; also any broker who has positions in accounts carried in the name of a foreign broker.
