Working Party and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Working Party: An ad hoc subgroup established by the GATT Council to address a specific trade policy issue, such as a country's application for accession to GA n or a dispute between two members. Unlike a GATT panel, members of a working party function as representatives of their governments.
