United States views on international law (based on the document “Digest of U.S. Practice in International Law”): On June 9, 2011, the Department of Homeland Security (“DHS”) issued a notice, effective on the same date, that the Tribal Card issued by the Pascua Yaqui Tribe is an acceptable document for identity and citizenship for purposes of entering the United States under the Western Hemisphere Travel Initiative (“WHTI”). 76 Fed.
