Eligible Voter in Election Law
Individual who satisfies the legal requirements to participate in an election. These requirements are usually related to nationality, age, mental health, etc.
Phantom Voter in Election Law
Ineligible voter whose name appears on the voter list. This may include dead people, duplicate names of people with different IDs or persons using fake ID cards. It may also be a registered voter who cannot be found at the given address. All these situations represent a challenge to the accuracy of the voter list.
