User Fee and the GATT Policy Negotiations
In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of User Fee: A fee for a service –such as the provision of customs operations by the government of the importing country –assessed on imported goods. GATT Article 8 requires user fees to be assessed on the basis of the estimated or computed cost of the service.
