Meaning of Turnkey, according to the Dictionary of International Trade (Global Negotiator): A turnkey or turnkey project is a type of project that is constructed so that it could be sold to any buyer as a completed product. International turnkey construction projects are often complex transactions, requiring correspondingly complex legal documentation.
