In the Encyclopedia of Public Administration and Public Policy, [1] Keith Carrington offers the following summary about the topic of (Decision Making) Incrementalism and Transformational Change: Decision making is one of most frequently discussed topics in public administration. The quest to understand the decision-making process is not new, and the process of “deciding” has frustrated many decision makers. Public sector managers are inundated with decision-making models. Despite these models and a proliferation of literature, no one model has been proffered as the “one best” method. Notwithstanding, the models, each with its strengths and weaknesses, present an array of choices for public managers.
