These include: to predict their political preferences, encourage them to participate in an election, influence their political choices or deliver specific voter and civic education messages.

Operation conducted by different stakeholders to define and target a category of voters based on where they live. The operation aims to assess political preferences, assuming that a voter's place of residence may influence whether he or she turns out to vote or how he or she may vote.
Targeting in Election Law
Operation conducted by public authorities, political parties or other stakeholders (e.g. NGOs) to develop a measure and apply it to a specific category of voters in order to optimise desired results.
