Transshipment and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Transshipment: Shipping goods through one country to another country in order to conceal the true country of origin. Transshipment may occur for circumvention purposes or to take advantage of preferential tariff rates applied to imports from the intermediary country.
