Regulation of Telecommunication

In relation to the regulation of telecommunication and constitutional law, Yasuo Hasebe[1] made the following observation: Telecommunication is defined by the International Telecommunication Union (ITU) as 'any transmission, emission or reception of signs, signals, writing, images and sounds, or intelligence of any nature by wire, radio, optical, or other electromagnetic systems' (Annex to the ITU Constitution of 2011, 1012; International Telecommunication Regulation (ITR) of 1988, Art. 2.1).
