Literature Review on Uruguay: Cash Transfers and Public Assistance Program

In the Encyclopedia of Public Administration and Public Policy, [1] Cecilia Rossel and Rosario Queirolo offers the following summary about the topic of Uruguay: Cash Transfers and Public Assistance Program: Cash transfer programs have been part of a broader social protection network existing in Uruguay since the first half of the twentieth century. Asignaciones Familiares, a contributive cash transfer program, was initiated in 1943. However, a noncontributive version of this first policy was installed in 2005. This entry first defines and explains the major characteristics of PANES and Plan de Equidad, the two programs that include cash transfers in a noncontributive version and how they interact with the social protection matrix. Second, it explores the impact that these programs have on health, education, income, and labor, and discusses available evidence vs. the expected results regarding these policies. Third, we explore the role that conditionalities impose on the recipients of cash transfers, and in particular, how awareness and knowledge of those conditionalities can affect the impact these programs can have. We also discuss how noncompliance of conditionalities in Uruguay could be associated with a deficit on the implementation process. Finally, we point out that cash transfers also have a political impact in Uruguay: they increase governmental approval and the probability of voting for the party in charge of the government within beneficiaries. As a final conclusion, we suggest that future research should focus on the main implementation challenges related to conditionalities.
