In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Preliminary Duties: Duties imposed on a provisional basis during the course of an antidumpinginvestigation, following a preliminary finding of dumping and injury to domestic industries.
