Kilpatrick offers the following summary about the topic of Policy Research: Measuring Benefits: This entry discusses issues in evaluating social science research and presents an overview of methodologies that can be used for evaluation of the benefits. It explains some of the characteristics of such research, why it needs to be evaluated, and some of the difficulties faced in the process. It then lays out a framework for evaluation and lists and deliberates a number of research tools that are available for use in the evaluation process, giving pros and cons of each method.
