Phases before the International Court of Justice and Permanent Court of International Justice may involve a number of separate decisions of the court.

The 'phase' is the broad characterisation of the stage of the decision cited in the course of a case. The most common phases are: Provisional Measures; Preliminary Objections; Jurisdiction; Merits; and Judgment. A phase should always be included in a contentious case. Where there are not multiple phases in a partic ular contentious case, the phase “Judgment” will usually be appropriate.
