In the Encyclopedia of Public Administration and Public Policy, [1] William Earle Klay and Ki Woong Cho provide the following summary about the topic of Performance Reporting: Performance reporting conveys information about activities, accomplishments, and costs. Performance measurement is needed to inform managers. Performance reporting needs to serve citizens. When done well, it can improve citizens' trust in their governments. Financial reports tell citizens little about how governments are performing, and so public administrators are obliged to develop effective performance measurement processes. Several organizations—such as the National Performance Management Advisory Commission and the Government Accounting Standards Board—have issued recommendations for doing performance measurement. The Government Performance and Results Act of 1993 mandated that every agency prepare a Performance and Accountability Report containing program performance information. But research has shown that the presence of advanced performance measurement processes does not automatically lead to improved performance. Also, having sophisticated performance measurement processes does not automatically cause citizens to trust their governments more. Reporting performance to citizens in ways that are relevant to them might be the best way to help them become informed voters. But, inundating them with extensive performance reports of a general nature is likely to have little effect on their perceptions. One of the greatest challenges ahead in performance reporting is to learn how to use information technology to tell citizens what they need to know without overloading them with too much information.
