A report prepared by a vessel's port agent listing goods landed in excess of those shown on the manifest (over), quantities less than those manifested (short), or merchandise that arrived in bad condition (damaged). A carrier normally consults this report in the course of reviewing a shipper's claim for loss or damage in transit.
