Offer List and the GATT Policy Negotiations
In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Offer List: Concessions offered by a country in trade negotiations, or a list of selected commodities on which a country proposes to make concessions. An offer list may cover proposed exceptions if a formula approach is being used in a tariff negotiation, or it may offer to accept expanded coverage under a proposed GATT Code.
