In the Encyclopedia of Public Administration and Public Policy, [1] Wouter Vandenabeele and Annie Hondeghem provide the following summary about the topic of New Public Service: The new public service rests on an eclectic set of foundations of democratic citizenship, communitarianism, and postmodern discourse theory, which has its implication in the ethical sphere. Although new public service ethics is able to solve some ethical problems of both classical public administration and New Public Management, it has its inherent problems that limit its applicability. However, this need not be insurmountable, as abundant empirical evidence of behavior in line with new public service ethics demonstrates. Whenever applied wisely and prudently, new public service and its associated ethical framework can be a valuable element in public administration.
