Multilateral Steel Agreement (MSA) and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Multilateral Steel Agreement (MSA): A proposed agreement that would phase out tariffs, eliminate nontariff barriers, and end direct state subsidies to the steel sector. MSA negotiations collapsed in March 1992 and resumed in mid-1993 among 37 steel-producing nations.
