In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Ministerial Declaration: A decision by trade ministers of GATT members to launch a GATT Round of multilateral trade negotiations, establishing the agenda for the negotiations and setting out general objectives.
