Minimum Valuation and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Minimum Valuation: A form of valuation for tariff purposes in which all items below a certain threshold value in an import category are valued as if they were of the minimum value.
