Highest Average Method in Election Law
Formula used in party list proportional voting systems to convert votes into seats. The total number of votes for each party or list is divided by a series of divisors using the D'Hondt method (1,2,3, etc.) or Sainte-Laguë method (1, 3, 5, etc.). After each round, the party or list with the best average wins the seat. The process continues, with the division of the total number of votes obtained per list by the sequence of numbers until all seats are allocated.
