Best Loser System in Election Law
Provision under which previously unsuccessful candidates with the most votes in a certain group (e.g. among women) will be elected to the legislature, even if they have fewer votes than other candidates, up until a previously set quota is reached. For example, in the case of women candidates, those who received the most votes up to the figure set by the quota will be elected, even though male candidates may have won more votes.
