Laches
Summary of Laches
A delay in the execution of a maritime LIEN (read this and related legal terms for further details). Inasmuch as maritime liens have priority by inverse order, i.e., the last lien has priority over preceding liens, a failure to execute against a lien may prejudice the lienor in a subsequent action.

Introduction to Laches
Laches, in law, neglect and unreasonable delay in enforcing an equitable right. If the court is satisfied that a plaintiff has taken an unnecessarily long time in pursuing a case, the action may be struck out.” (1)
