International law has no fixed content. New threats that cannot be addressed or resolved by a single nation constantly call for new international responses. For example, recent international agreements aim to combat terrorism, the distribution of illicit drugs across national boundaries, and the spread of infectious disease. The development of new technologies, such as the Internet, can also lead to the creation of new international legal frameworks.” (1)
