The IEA was established in 1974 under a decision of the OECD Council. It consists of 21 OECD members. It was created for the purpose of implementing the IEP, which was also established in 1974. The main functions of the IEP are to protect the interests of oil-importing countries, to ensure the supply of oil on reasonable terms, to facilitate exchange of information on oil markets, and to promote cooperation between oil-exporting and oil-importing countries.(1)
