Gilman offers the following summary about the topic of (Ethics) Appearance of Impropriety: Integrity is the key to public service. Today there is an emphasis not only on preventing impropriety but on also avoiding the appearance of impropriety. This entry addresses ways to define “appearance” and how appearance issues have found their way into law and administrative sanctions.
