Implementing Security Council Travel Bans in 2011

United States views on international law (based on the document “Digest of U.S. Practice in International Law”): On July 24, 2011, President Barack Obama issued Proclamation 8693, “Suspension of Entry of Aliens Subject to United Nations Security Council Travel Bans and International Emergency Economic Powers Act Sanctions.” 76 Fed. Reg. 44,751 (July 27, 2011). The Proclamation suspends entry into the United States of all aliens subject to travel bans under U.N. Security Council resolutions (specific resolutions are listed in an annex) and all aliens whose property has been blocked pursuant to Executive Orders issued under the International Emergency Economic Powers Act (“IEEPA”) (specific Executive Orders are listed in a separate annex).
