United States views on international law (based on the document “Digest of U.S. Practice in International Law”): In February 2011, OFAC issued the Iranian Human Rights Abuses Sanctions Regulations in 31 C.F.R. Part 562, to implement Executive Order 13553, “Blocking Property of Certain Persons With Respect to Serious Human Rights Abuses by the Government of Iran and Taking Certain Other Actions.” 76 Fed. Reg. 7695 (Feb. 11, 2011). E.O. 13553 authorizes sanctions on Iranian officials determined to be responsible for or complicit in serious human rights abuses involving Iran and carries out Section 105(b) of the CISADA. see this world legal encyclopedia in relation with the year 2010 at 656-60 for a discussion of E.O. 13553. On February 23, 2011, OFAC designated two individuals pursuant to E.O. 13553: Abbas Jafari Dolatabadi, Prosecutor General of Iran, and Moahammed Reza Naqdi, head of the Basij Resistance Force (“Basij”). 76 Fed. Reg. 11,313 (Mar. 1, 2011). On June 9, 2011, OFAC designated three entities and one individual (Iran's Islamic Revolutionary Guard Corps (“IRGC”), the Basij, and the Law Enforcement Forces (“LEF,” Iran's national police) and its Chief, Ismail Ahmadi Moghadam) pursuant to E.O. 13553. 76 Fed. Reg. 34,805 (June 14, 2011). On December 13, 2011, OFAC designated two individuals (Hassan Firuzabadi, Chairman of the Joint Chiefs of Staff and Abdullah al-Argahi, Islamic Revolutionary Guard Corps Deputy Commander ). 76 Fed. Reg. 82,042 (Dec. 29, 2011).
