Literature Review on Human Resource Management

In the Encyclopedia of Public Administration and Public Policy, [1] Stephen E. Condrey, Rex L. Facer and Irving Yi-Feng Huang provide the following summary about the topic of Human Resource Management: The field of public human resource management has endured a tumultuous yet challenging past four decades, with the emergence of reforms such as outsourcing, privatization, decentralization, reinventing government, new public management, and the like. At the center of these reform activities has been the call for human resource management to become a relevant and viable partner in the management of public organizations. Human resource managers must adapt to these changes in the profession, all the while implementing effective and responsive human resource management systems in their organizations. Building an effective human resource management system is an incremental, collaborative process, whereby major actors in the organization (governing body, management, and employees) gain confidence and respect in the human resource department and its ability to facilitate an effective and responsive system of personnel management.

Literature Review on Nonprofits: Human Resource Management

In the Encyclopedia of Public Administration and Public Policy, [1] Jessica K.A. Word and Matthew Hortt provide the following summary about the topic of Nonprofits: Human Resource Management: Much like their counterparts in the for-profit and public sectors, nonprofit organizations (NPOs) produce a variety of goods and services to meet the needs of diverse populations. In this and many other ways, human resource management (HRM) processes and techniques are similar for most organizations, including NPOs. However, some unique qualities of HRM in the nonprofit sector exist. In particular, NPOs depend upon both paid employees and volunteers as part of their labor force. The mix of paid and volunteer labor used by NPOs makes the management of human resources in the nonprofit sector unique. This reliance upon volunteers coupled with the legal restrictions placed upon NPOs to maintain their not-for-profit status, creates an environment that offers unique challenges for human resource managers. The nonprofit sector needs to remain aware of these special circumstances and plan accordingly. The same motivational techniques utilized in other sectors may not translate to the volunteer or uniquely motivated labor force found in the nonprofit sector. In this entry, we will examine the state of HRM research in the nonprofit sector and the unique qualities and challenges for nonprofit managers and employees.
