Horizontal Reduction and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Horizontal Reduction: Negotiated cuts in tariff rates by the same percentage for all parties to an agreement. Also known as equal-percentage of linear reduction.
