Framework Agreement and the GATT Policy Negotiations

In relation to the GATT Policy Negotiations, Christopher Mark (1993) provided the following explanation and/or definition of Framework Agreement: A package of agreements negotiated during the Tokyo Round, dealing with (a) differential and more favorable treatment for LDCs; (b) trade restrictions applied for balance-of-payments purposes; (c) safeguard actions for “infant industry” development purposes; and (d) the process of dispute settlement in GAIT. The agreement took its name from the paragraph in the Tokyo Declaration calling for “improvements in the international framework for the conduct of world trade.” The four texts making up the Framework Agreement were adopted by the GATT Contracting Parties in November 1979.
