A firm, licensed by the Federal Maritime Commission, that serves as the agent of a merchant in arranging the shipment of goods by water. Among other services, the forwarder obtains vessel space, prepares documents, and arranges delivery of merchandise to the pier.

The forwarder is paid a handling fee, which is commercially negotiable, by the merchant. In addition, the forwarder usually receives a “brokerage”commission from the steamship line.
